Abstract: | 如何提昇大學院校經營績效,是我國大學目前重要之議題。本研究以東海大學33個系所為例,利用資料包絡分析法,評估各系所經營效率及最適資源分配,並且進一步探討教師資源與教師學術聲望對於系所經營績效之影響。研究結果顯示:東海大學同時存在資源配置與規模的無效率,長期平均而言,整體系所可再節省32.11%的投入資源;另外,文管社學院之系所在使用現有教育資源上是相對有效率的,系所聲望亦優於非文管社學院。在教師資源、教師學術聲望與系所經營績效之關聯性方面,雖然專任教師較多之系所,經營效率較差,然而,卻有助於提昇系所之聲望;相反的,助理教授比率較高的系所投入之教育資源相對較少,但對於系所聲望的提昇並無明顯影響。教師之研究計畫數的確有助於經營效率之提昇,但對於系所聲望並無幫助。而核心期刊論文數不但對於系所經營效率沒有幫助,對於系所聲望甚至有負面影響。教師之出版專書數雖然對於經營效率並無助益,但對於系所整體聲望之提昇有正面幫助。最後,本研究建議可為支援全校語文課程的中國文學系及外國語文學系教師成立語文中心,如此將更有助於更正確地評估系所經營績效。 To promote operational performance of higher education institutions is an important issue for Taiwanese universities. This study applies Data Envelopment Analysis (DEA) to evaluate the operational efficiency and optimal resource allocation of 33 academic departments in Tunghai University, and to further explore the relationships between faculty resources, academic reputation, and operational performance of departments. Results show that the inefficiency of resource allocation co-exists with scale inefficiency in Tunghai University. In the long run, on average, overall departments can be saved 32.11 percent of education resources. In addition, the operational efficiency and reputation of departments in the college of liberal arts, management, and social sciences are superior to those of departments in the college of non-liberal arts, management, and social sciences. Regarding the association between faculty resources, academic reputation, and operational performance of departments, the number of full-time faculty has negative impact on the operational efficiency of departments, but can improve department’s reputation. On the other hand, the departments with higher proportions of assistant professors utilize less education resources, but have no significant impact on department’s reputation. The number of research plan has positive impact on the operational efficiency of departments, but has no significant impact on department’s reputation. The number of core journal articles not only has no significant impact on the operational efficiency of departments, but also has negative impact on department’s reputation. The number of book published by teachers has no significant impact on the operational efficiency of departments, but can improve department’s reputation. Finally, this study suggests that the authority can establish language center for Chinese language and foreign language teachers, which will contribute to a more accurate evaluation of operational performance for academic departments. |
