論文摘要國民年金保險自2008年實施以來,台灣已構築完成年金保障網,對完整社會安全體制,可謂劃下一個重要里程碑。由於國民年金保險被保險人性別結構,主要以女性被保險人所組成,可見國民年金保險對女性被保險人而言,有其重要性,因此,瞭解女性被保險人對國民年金保險制度清楚程度,及瞭解其對國民年金保險制度順服程度,有其必要性。本文研究目的旨在探討女性被保險人對國民年金保險政策認知及政策順服之概況、國民年金保險政策認知與政策順服之關聯性,並檢視影響政策順服之相關因素。 本研究為量化研究,以問卷調查方式,採滾雪球抽樣方法,共回收176份問卷,並依有效問卷167份,進行統計檢定,研究結果如下:一、本研究樣本60-65歲約占三成,國民年金保險投保年資三年以上占四成強,婚姻狀況已婚者超過七成,教育程度國中或初中以下占三分之一,經濟狀況一般戶者約八成強。二、基本人口特質中,經濟狀況及教育程度與政策認知有顯著差異;經濟狀況與政策順服有顯著差異。三、國民年金保險女性被保險人政策認知及政策順服有相關性存在,且為正向關,亦即女被保險人的政策認知愈高,其政策順服程度愈高。四、在控制女性被保險人基本人口特質後,加入政策認知變項,對政策順服較具預測影響力。跟據以上研究結果,本研究針對政策執行單位提出幾點建議如下:一、應針對國民年金保險政策內容,多加宣導,以提昇被保險人對國民年金保險瞭解程度。二、應視教育程度不同的人口群,設計適宜、貼近民眾之宣導方式。 三、宣導時機及策略,應在適當時機進行,並依目標人口群的特質加以評估,使被保險人可充分周知相關訊息。四、現行對於低收入戶直接減免保險負擔之作法,可修改為其他較適宜之方案,以增強權利與義務對等之關係。五、針對投保年資較少者,應擬定對應計畫,建立激勵機制,以鼓勵其繳交保險費。六、宣導內容及策略著重於評價認知,而非政策內容認知,以提高政策順服度。 AbstractTaiwan implemented the National Pension Insurance (NPI) since October 1. 2008. Policy cognition and attitudes is an important factor for the policy implementation. The purpose of the thesis is to discuss the relationship between National Pension policy cognition and policy compliance of female insurant Insurance and examine the relevant factors.This study adopted Snowball sampling, and, 176 questionnaires were collected and 167 were valid. After the statistical analysis, and the research results are summarized as follow:1.The ratio of 60-65 years old accounted for about three percent; More than four percent of over three years in insurance years; Over 70% has been married; Under junior high education accounted for one-third; About 80% of general in-come family economic conditions 2. Regarding to personal data, there was significant differences among education, income and policy cognition. There were also significant differences among income and policy compliance. 3. Policy cognition and policy compliance show positive correlation, which indicates the higher policy cognition that insurant, the higher policy compliance will be. 4. The policy cognition could promoted the degree of policy compliance.These studies also promote some suggests for t National Pension Insurance (NPI) system: 1. To strengthen advocacy of National Pension Insurance policy content. 2. To promotion approach of different depending on level of education. 3. To promotion should be carried out at the appropriate time, so that the insurant can be fully known relevant information. 4. Amend the existing exemption for low-income family directly burdens of the insurance practice, in order to enhance the rights and obligations of peer relationships. 5. For less of insurance years, set the relevant programs to encourage insurance to enrollment. 6. Promotion focuses on the evaluation cognitive, rather than policy content of cognition, in order to improve the degree of policy compliance.
