    Title: 台灣無人空中載具產業發展之策略探討

    Abstract: 本文以臺灣發展無人空中載具(Unmanned Aerial Vehicle, UAV)產業的策略探討做為研究的對象,目地在討論此世界航太現在及未來發展上佔重要地位的新興產業,臺灣是否具備參與的能力和準備,以及未來相關的發展策略規劃事宜。本文利用UAV技術發展的歷史簡介、產品範疇、產業結構與發展特性、以及未來10年間世界不同地區市場預測,提供一個產業外在環境的了解。同時介紹現在航空市場的價值體系以做為UAV產業發展的對比參考,說明世界發展UAV產業遭遇的環境與挑戰,同時介紹國際間在技術與法規的努力現況與願景,也提供各國發展民用/商業UAV產業的規劃地圖,以提供未來臺灣產業發展的借鏡。在討論臺灣的產業具備的能耐部分,則利用UAV發展的關鍵技術系統分類,與臺灣目前相關業者的資源和能耐,指出臺灣業者技術整備的程度。經過分析臺灣發展的SWOT與利用鑽石模型探討國家競爭優勢的因素,最後針對過去十多年台灣發展航太產業不如預期成功的可能因素加以討論,提出一些策略規劃上的建議,以做為臺灣參與世界UAV產業競爭的參考思維。最後,本文研究的結論可以歸納如下:(1)台灣的航太產業環境與技術能量具備發展UAV產業的能耐與機會。(2)臺灣UAV產業發展的目標市場為戰術型UAV級(含)以下的類型。(3)目前臺灣發展UAV產業的競爭優勢並不顯著,須要發展及培養更多的能耐來創造具競爭力的核心能力。(4)臺灣必須在未來的5-6年發展契機中,利用國防科技研發計畫的技術與成果,轉移民間,利用「創新」觀念的事業經營模式,建立出國家競爭優勢的條件,去開擴2010年後的世界市場機會。
    Unmanned Aerial vehicle (UAV) is obviously a bright star in international aviation industry for 21st century. The military success of USA in several recent regional conflicts, include Kosovo, Yugoslavia, Afghanistan, and invasion of Iraq, by applying UAV system has led to significant growth in the development of UAVs and related technologies worldwide. It has created a brand new aviation industry branch market for following many decades.This research focuses the discussion of whether Taiwan aviation industry possesses the necessary competence and technology to develop its own UAV industry to compete this worldwide emergent market in the near future? IF the answer is positive, then what is Taiwan’s target market?What is Taiwan’s core competence into this market? What is Taiwan’s aviation industry strategy planning for the development of its UAV industry?The applied theories in this research include Christensen’s “disruptive innovation”, Porter’s “competitive advantage” series (Competitive Strategy, Competitive Advantage, and the Competitive advantage of Nations), and “core competence”. Those theories will be use to analyze the current Taiwan’s aviation industry environment and readiness for UAV development and provide the suggestion for future development strategy planning. This research has reached the following conclusions:1. Based on analyses of the environment and capability of technology of aviation industry, Taiwan does possess the chance and competence for developing its own UAV industry.2. The target markets for Taiwan’s UAV industry development are tactical medium range UAV and lower class catalog in endurance such as short range and close range UAVs .3. In order to success in future market competition, it is necessary to develop more core competences including both technological and market knowledge.4. In order to enhance Taiwan’s UAV development foundation and successful market development in the near future, the domestic civil companies in Taiwan’s aviation industry have to take advantage of nation defense UAV development program to transfer the key technological capabilities into their enterprises. Since the resource for UAV development in Taiwan is limited, the civil and state-own organization have to integrate together to create innovative business model to compete the world market after 2010 year.
